简介
当局在一九九三年十二月一日根据《公共财政条例》第29 条向前立法局提出决议案设立赈灾基金， 用以提供一个现成的机制，
以便香港能够对国际间就香港境外发生的灾祸的人道援助要求作出迅速回应。

职权范围
- 就政策及行事方式提供意见，以便从赈灾基金拨款，在香港特别行政区以外地方进行赈灾。
- 提供意见，以便从赈灾基金拨出具体数额的款项，批予指定的机构。
- 监察获赈灾基金拨款的机构使用拨款的情况。
审批拨款申请机制
(1) 常 规 审 批 拨 款 申 请 机 制
申请机构须填妥申请表格，并送交赈灾基金谘询委员会秘书处。详情请参阅拨款申请须知。
由接获申请机构提交所有资料起计，至通知结果当日，处理申请的目标时间为不多于12个工作天。
(2) 快 速 审 批 拨 款 申 请 机 制（只 适 用 于 合 资 格 的 救 援 机 构）
合资格的救援机构可透过快速审批拨款申请机制，申请设有限额的拨款，以便在灾祸发生后第一时间进行首阶段的赈灾工作。申请资格及详情，请参阅申请须知。

地震发生时只有他和老伴两人在家，感觉到房子在晃动，赶紧向外跑，幸好都没有受伤，但是新盖不久的房子有一部分墙体和梁柱损坏了。他们有一儿一女，目前都在上学，所以家庭负担比较重；他们的主要收入来源是养羊，几亩玉米地的产出也主要用于羊的饲料。香港特区政府赈灾基金援助的粮油，对于他们来说真的是雪中送炭。在介绍时，他还骄傲地向我们展示了孩子的荣誉证书，表示一定会督促孩子们好好学习，用两地同胞相互支援的精神来激励他们。
